Finance Manager

Job Summary:
The Finance Manager is responsible for ensuring the financial functionality of the One Stop Shop, including offline and online transactions. The role manages financial transactions, documentation accuracy, asset management, and coordination with central finance while maintaining audit-ready records at all times. Further, they are responsible for a tailored procurement & finance policy and practice for the OSS unit. In parallel, the position provides structured consultations in the domain of finance and channeling clients to specialized experts from other domains. The Finance Manager operates both physically in the center and through the platform, following up on progress and encouraging service utilization. Also supports the State Managers and OSS Director by providing financial visibility and ensuring daily operational discipline across all center activities
Responsibilities
- Oversee accounting operations, ensuring accurate transactions, documentation, reconciliations, and financial records
- Manage month-end close, management accounts, financial reporting, and budget utilization across OSS locations
- Monitor budgets, costs, revenues, expenditures, variances, cash forecasts, and financial risks
- Ensure appropriate treatment of currency movements, inflation, and cost allocations in financial reporting.
- Coordinate financial matters and reporting with the central Finance Team.
Compliance, Controls & Operations
- Ensure statutory registrations, returns, records, and external audit requirements are completed accurately and on time.
- Maintain strong internal controls and ensure payments follow the approved delegation of authority
- Oversee payroll, social insurance, procurement, assets, facilities, fleet, and administrative financial processes.
- Ensure procurement and external service providers follow adopted policies with proper documentation.
- Identify financial and operational irregularities, assess risks, and escalate issues to appropriate management
Financial Advisory
- Provide financial analysis, budgeting, and financial insights to support OSS management decision-making
- Assess entrepreneurs’ financial needs and connect them with relevant financial and business support services.
- Provide financial management and financial literacy consultations covering budgeting, costing, pricing, and cash flow
- Develop financial tools, templates, and training materials while supporting colleagues across OSS financial services
Must Have
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
- Minimum 10 years of progressive experience in finance roles.
- Proven experience in financial management, budgeting, reporting, and compliance.
- Strong knowledge of internal controls, audit requirements, cost control, and financial planning.
- Strong proficiency in financial systems and Microsoft Excel, with excellent financial data management skills
Nice to have
- Master’s degree in Finance, Accounting, Business Administration, or a related field.
- Experience working within SMEs, startups, NGOs, or development programs.
- Experience managing administrative operations, facilities, logistics, or fleet.
- Experience working with donor-funded projects or multi-stakeholder environments.
- Odoo experience and understanding of procurement and contract follow-up
