Procurement Specialist

  The Procurement Specialist plays a central role in ensuring that all procurement activities are efficient, transparent, and aligned with both organizational and donor requirements. 

This position is responsible for managing the full procurement cycle, from strategic planning and sourcing to contract management and vendor performance. 

The role requires balancing cost-effectiveness with quality, ensuring compliance with regulations, and mitigating risks in local and international procurement processes.

Responsibilities

  • Develop and implement procurement plans
  • Lead sourcing, tendering, supplier negotiations, and contract management
  • Ensure compliance with donor requirements and procurement policies
  • Manage vendor performance, risk, and cross border procurement processes
  • Maintain procurement systems, documentation, and reporting accuracy

Must Have

  • Bachelor’s degree in Procurement, Business Administration or related field
  • 5+ years of experience in procurement and supply chain
  • Strong knowledge of procurement regulations and full procurement cycle management
  • Strong negotiation, contract management, and analytical skills
  • Proficiency in Microsoft Office Suite and procurement systems
  • Fluency in English and Arabic

  • Donor funded procurement experience
  • Multi country or cross border procurement exposure
  • High value framework agreements experience
  • ERP systems such as Odoo
  • Technical goods or IT procurement experience
